Could the Democrats Dump Barack Obama for Hillary Clinton? (ContributorNetwork)

COMMENTARY | With President Barack Obama's poll numbers foundering and the world sliding toward economic ruin, two Democratic pollsters, Pat Caddell and Douglas Schoen, believe it is time for Obama to pull a Lyndon Johnson and hand things over to Hillary Clinton.

The Clinton gambit has been proposed before, even by Republican Pete du Pont. One variant has been for Obama to dump Vice President Joe Biden and choose Secretary of State Clinton as his running mate. But Clinton nostalgia among the Democrats has gotten so intense that another serious suggestion that Obama be dumped and Clinton nominated in his place has been advanced.

There are a number of problems.

First, a man of Obama's considerable ego is not about to do the right thing and take one for the team, no matter how bad things get. Obama's view is and will always be that whatever problems the U.s. faces is someone else's fault, the Republicans mostly as Caddell and Schoen point out. In his mind, the president still feels he and he alone can save the country from calamity.

Second, it is by no means certain that Clinton will answer the call of destiny. She has been through the ringer of presidential politics once before and did not like it one bit. She seems to be looking forward to a quiet retirement.

Third, even if Clinton were to run, she would not be alone. Were Obama to do an LBJ and neither seek nor accept the nomination of his party, other players are likely to jump in, mainly to be the authentic liberal alternative to Clinton. Howard Dean, Russ Feingold and Dennis Kucinich come to mind. Such a campaign would pull Clinton to the left, away from the moderate, triangulation position that served her husband so well.

Finally, it is unclear Clinton would either run or govern as her husband did. She did, after all, develop a health care reform proposal in the first two years of her husband's term that was just as obnoxious to the American people as Obamacare has turned out to be. Clinton can be easily portrayed as a wild eyed lefty by whomever the Republicans nominate.

The bottom line is that the Democrats are stuck with Obama, for better or ill, likely the latter.

Gingrich pitches 'growth and opportunity' in NH (AP)

MANCHESTER, N.H. ? Republican presidential contender Newt Gingrich is set to introduce a "growth and innovation" plan that would offer younger workers an alternative to Social Security.

The former House speaker, whose political comeback has seen his political fortunes improving in recent weeks, planned to tell students at St. Anselm College Monday that he would allow some members of the U.S. workforce to choose private retirement accounts and end the expectations that Social Security will be a safety net for older workers.

Gingrich's plan would also let the markets determine retirees' income.

"Growth and innovation means securing and strengthening Social Security by empowering Americans with the option to invest in personal savings accounts," Gingrich said in remarks prepared for delivery. "This gives Americans ownership over their retirement and the opportunity to unleash the power of the market to enjoy prosperous retirements beyond their most optimistic expectations, while also wiping out all future liabilities in the Social Security system."

Gingrich said his plan would reduce the inequality between workers who paid into Social Security as their sole retirement account and higher income workers who benefit from private funds. Gingrich aides said their plan would make retirees' more secure and level the field among all workers.

President George W. Bush offered some similar proposals for Social Security soon after winning re-election in 2004, but ran into stiff resistance from Democrats and from some within his own party about proposing changes to the popular program.

Gingrich, who left office in 1999 under a cloud of ethics violations, has rehabilitated his political image as a one-man think-tank during the last decade. Recently, Gingrich has seen his standing in the polls rise as the GOP electorate has shifted from one candidate to another.

Hoping to capture Republicans' imaginations again, Gingrich was set to unveil his proposals to students Monday afternoon in a state that could help him build momentum toward the nomination.

Although still trailing former Massachusetts Gov. Mitt Romney in most polls, Gingrich has attracted grassroots leaders to his campaign as he looks to pitch himself as the leading alternative to Romney. As the fickle GOP electorate has moved from one candidate to another ? while Romney has remained steady in the polls ? Gingrich is hoping his late rise puts him in a strong position with just six weeks to go until the first of the nominating contests take place in Iowa.

Gingrich also planned to again call for returning welfare programs to the states, as well as offering states alternatives to Medicare and introducing private options.

"Growth and innovation means rejecting the centralized control and rationing of Obamacare and creating a broad Patient Power system," Gingrich said. "When patients are empowered and information is transparent, the cost of healthcare will go down for all, while the quality will go up."

However, Gingrich's plan would allow seniors in Medicare now to stay, but others would be eligible for subsidies toward traditional insurance plans.

"Unleashing competition will dramatically increase options for American seniors, while also lowering costs," he said.

Controversial Gmail iPhone app returns with minimal improvements (Appolicious)

I missed snagging the Gmail app when it made its short-lived debut earlier this month. The universal app for iDevice was quickly yanked after users discovered a bug, but now the app is back. Its major problems were corrected, but Gmail still doesn?t offer anything special to make it worth your time.

That might be blunt, but it?s also true. The Gmail app for iDevice is simply a repackaged web app. Yes, its overall appearance is slicker than Gmail.com (and reminiscent of Facebook?s updated app), but beyond a pretty face, Gmail lacks basic features available in the native Mail app ? primarily, the ability to use multiple accounts. Because my day job uses Google Apps for its email, I have three email accounts loaded into Mail. I can?t check these simultaneously in Gmail, which begs the question why even a single account user would prefer this method.

Push notifications weren?t working in Gmail?s initial release ? and aren?t working much better now. The app appears to have support for the notification center, but I was unable to get any messages to appear there. There?s no choice between notification style (banners or alerts) and nothing was viewable on the lock screen. In fact, the only notification was a sound (I usually have mine off) and a badge on the Gmail icon. I can say that the app pushes instantly, but I only know that because I was waiting for a test message to arrive.

When I launched the app after receiving my test message, I saw ?network error please retry? (so perhaps part of the bug was missed) and it logged me out of my account. Session timeouts seem to be a common issue and the app can?t push messages to your phone if you?re logged out, which makes replacing Mail with the Gmail app a hard sell.

Gmail is simply a tweaked bookmark for Gmail.com, and a poorly produced one at that. Skip it and pick the smarter option ? adding your account to native Mail.

Trees adapt to poor levels of sunlight to effectively process carbon, study shows

ScienceDaily (Nov. 15, 2011) ? In Europe, forests appear evergreen even in the cloudiest conditions, while the lush interiors of Asian jungles are typically overshadowed by a dense canopy. The ability of trees to adapt to light conditions, and even increase their intake of carbon for photosynthesis in poor light, has been explored by Czech researchers and published in the British Ecological Society's Functional Ecology.

The research centers around the impact of cloud cover on photosynthesis, the process through which plants and trees take in carbon and utilise the solar energy to produce oxygen, a process which is dependent on sunlight. The sun's energy reaches Earth's surface directly, or it can be diffused through the atmosphere by factors including cloud cover.

"Cloud cover has a direct impact on ecosystems by influencing temperature and light, so the conditions of the sky are just as important to photosynthesis as sunlight itself," said lead author Dr Otmar Urban, from the Global Change Research Centre in Brno, Czech Republic. "Surprisingly however studies show that an increase in cloud cover and the resulting diffusion of light can actually enhance the photosynthesis of forest canopies, but the mechanism behind this has remained unknown."

The idea that greater cloud cover can increase an ecosystem's exchange of carbon through photosynthesis may appear counterintuitive, but Dr Urban's team believe the process is due to the even distribution of light among leaves throughout the many levels of a forest canopy.

To test the theory the team analysed the net carbon intake of a spruce forest in the Beskydy Mountains of the Czech Republic under both cloudy and sunny skies. This was coupled with a study of the leaf chlorophyll within different sections of the canopy to gauge the resulting levels of photosynthesis.

The results showed that the higher diffusion of sunlight during cloudy days did result in a higher uptake of carbon across the ecosystem when compared to the same levels of light on sunny days.

Analysis of tree shoots also revealed that shoots from deep within the canopy contributed substantially to the overall carbon balance of the forest during cloudy days. However the contribution of middle or shaded parts of the canopy was marginal, or even negative, on sunny days. Shoots at the top of the canopy contributed 78% of the total carbon intake during a sunny day, but only 43% during a cloudy day when light was more evenly distributed.

"This research shows that diffuse light, caused by cloud cover, has an important impact on the productivity of vegetation," concluded Urban. "The ability of forests to not only adapt to the levels of light they regularly receive, but make effective use of those conditions, helps us to understand how individual trees can maintain such a high intake of carbon despite being overshadowed by the tops of the canopy."

Could Women's Use of 'the Pill' Raise Men's Prostate Cancer Risk? (HealthDay)

MONDAY, Nov. 14 (HealthDay News) -- With the vast increase in the use of the contraceptive pill over the past 40 years, the amount of estrogen entering the water supply may be partly responsible for the increased incidence of prostate cancer around the world, Canadian researchers speculate.

Excess estrogen is known to cause various cancers, and the widespread use of the pill might raise environmental levels of the hormone.

"Recent studies have shown that estrogen exposure may increase the risk of prostate cancer," said lead researcher Dr. David Margel, a clinical fellow in the Department of Surgical Oncology at Princess Margaret Hospital and the University of Toronto.

"We wanted to explore whether there was an association with a woman's use of oral contraceptives to prostate cancer incidence or mortality," he explained. Although the amounts of estrogen excreted by a woman is minimal, when millions of women do it over a long period of time, it might cause a low-level environmental contamination, Margel said.

The report is published online in the Nov. 14 edition of BMJ Open.

For the study, Margel and his colleague Dr. Neil E. Fleshner, researchers at the university's Health Network, used data from the International Agency for Research on Cancer and the United Nations World Contraceptive Use report to identify the rates of prostate cancer and prostate cancer deaths as well as the proportion of women using contraceptive pills.

Margel and Fleshner complied data on countries and continents around the world to see if there was any connection between contraceptive pills and prostate cancer.

The researchers looked at some 100 countries and found that where the use of oral contraceptives was high, so was the rate of prostate cancer. These findings did not change based on a nation's wealth, they added.

"It seems as if the European countries had the highest association," Margel said.

The use of other contraceptives such as intrauterine devices, condoms or other vaginal barriers was not associated with an increased risk of prostate cancer.

"I want to stress this is a hypothesis-generating study," Margel said. "In no way do we prove cause-and-effect."

To further explore the connection, the researchers are planning to test water and look for estrogen levels in patients with prostate cancer.

Prostate cancer is the most common male cancer in the developed world, and the use of the contraceptive pill is widespread, the researchers noted.

Prostate cancer expert Dr. Anthony D'Amico, chief of radiation oncology at Brigham and Women's Hospital in Boston, said that "it's hard to know if this is true. This is a study of association, not cause-and-effect. Even the hypothesis it's based on is questionable."

D'Amico noted that even if there is estrogen from contraceptives in drinking water or food, a person would have to drink the water and somebody would then have to measure the amount of estrogen in the blood. But even then, most compounds the body takes in are not absorbed, he added.

In fact, for a man to get micrograms of estrogen into the blood, he would have to ingest milligrams of estrogen. "You would have to have a lot in the water to believe this," D'Amico said.

D'Amico also said that small amounts of estrogen raise the risk for a heart attack. "If you have enough to cause prostate cancer, you also have enough to cause a heart attack -- so it's hard to accept."

Based on these speculative findings, "men should not be concerned," D'Amico said.

US companies are feeling impact of European crisis (AP)

NEW YORK ? The tremors from Europe's financial upheaval have reached U.S. shores, rattling consumers and companies.

The consequences have been limited so far. Yet the United States and Europe are so closely linked that any slowdown across the Atlantic is felt here. U.S. makers of cars, solar panels, drugs, clothes and computer equipment have all reported effects from Europe's turmoil.

Worries that Europe's crisis could worsen and spread are spooking investors and consumers just as the holiday shopping season nears. Some fear U.S. consumers could rein in spending. Europe's sputtering growth is already dragging on some U.S. companies' profits and could further slow the U.S. economy.

The crisis "seems to be coming to a head right at the time the U.S. economy is at its most vulnerable," said Mark Vitner, an economist at Wells Fargo.

It's affecting companies like Marlin Steel Wire Products, a 34-employee business based in Baltimore that's been seeking a $4 million contract from a German manufacturer for an industrial steel wire project.

Marlin's CEO, Drew Greenblatt, says the German firm is in "pause mode" because of Europe's turmoil. The German company had promised the order by early November.

Marlin's overall sales are growing briskly. But sales to Europe have been sinking.

"If they were ordering like they customarily do, we would have hired more guys," Greenblatt said.

The European Union is the No. 1 U.S. trading partner. Nearly $475 billion in goods crossed between the regions in the first nine months of 2011. About 14 percent of revenue for the 500 biggest U.S. companies ? roughly $1.3 trillion ? comes from Europe.

The U.S. economy is especially vulnerable to the European crisis because it's growing so weakly and facing other risks, such as weak hiring, stagnant pay, high energy costs, a wide trade deficit and potentially steep government spending cuts.

"It won't take much to tip us into another recession," said Sung Won Sohn, an economics professor at California State University, Channel Islands. "If Europe gets into any deeper trouble, it will take us and the rest of the world down, too."

The European Union said last week that the region could slip into a "deep and prolonged recession" next year. The Eurozone is expected to grow just 0.5 percent in 2012. That's far below the 1.8 percent growth predicted in the spring.

Wells Fargo estimates that the U.S. economy will grow 2.1 percent next year, 0.4 percentage point lower because of Europe's slowdown. Goldman Sachs thinks the region's slowdown could shave a full percentage point off U.S. growth.

Even if Europe doesn't fall into a downturn, its turmoil is affecting U.S companies and consumers in several ways:

? Stock-market gyrations unsettle consumers and make them more cautious about spending.

? U.S. companies with big European operations are suffering from lower sales, prices and profits.

? Banks worldwide are cutting lending and hoarding cash to create more cushion for potentially deep losses on their holdings of Greek, Italian and other government debt. U.S. and overseas banks are keeping about $1.57 trillion in reserves at the Federal Reserve ? a jump of nearly $580 billion in the past year.

? Uncertainty about how much damage Europe could cause is making corporations reluctant to spend their piles of cash to hire and invest.

Not every U.S. company is hurting in Europe, of course. McDonald's Corp., Kraft Foods Inc., Sara Lee Corp. and Oracle Corp. recently reported strong results there. But General Motors Co.'s third-quarter profit fell 15 percent, due mainly to slower sales and higher costs in Europe.

"Things have clearly deteriorated," GM Chief Financial Officer Dan Ammann told investors last week.

Jeff Fettig, CEO of Whirlpool, said late last month that with demand tumbling in parts of Europe, the company plans to lay off 5,000 workers in North America and Europe.

First Solar, based in Phoenix, is postponing plans to finish building a solar panel factory in Vietnam because of a worldwide glut in panels. The glut has been caused by falling demand in Europe, the world's biggest solar market.

Falling prices caused by the glut have sent share prices of established solar panel makers such as First Solar and SunPower tumbling. They've also forced some solar companies such as Solyndra into bankruptcy protection.

Abercrombie & Fitch Co.'s struggles in Europe caused its share price to plummet. Nike Inc. said its last quarterly revenue rose in every region it operates in except Western Europe.

Cisco expects growth in the area to slip about 5 percent during the next three months.

"Europe, we think, is going to be a challenge for us for this next quarter," Cisco CEO John Chambers told analysts Wednesday.

Smaller businesses are being affected, too. Wine exports are suffering because of poor consumer sentiment in Europe and because a weak euro is making U.S. wine costlier by comparison. The European Union accounts for about 38 percent of U.S. wine industry exports.

For banks, the crisis is different, and scarier. They hold debt of European governments and companies that could lose value if the crisis worsens.

The big fear is that big U.S. and European banks would become so worried about each other's ability to cover losses that they'd stop lending to each other. The result could be diminished confidence that would freeze lending and shock the global economy.

Last week, Federal Reserve Chairman Ben Bernanke told soldiers and their families in Texas that Europe posed a "significant risk" to the U.S. economy.

Europe's troubles have been weighing on U.S. stock markets for months. David Hensley, a global economist at JPMorgan Chase, noted that falling stock prices make consumers feel less wealthy and cause some to cut back on spending. That, in turn, slows U.S. growth.

The unease is growing right as the holiday shopping season ? which accounts for up to 40 percent of retailers' annual sales ? is about to start.

"The retail industry is hyper-sensitive to any sort of national or international crisis that affects consumer confidence," said Brian Dodge of the Retail Leaders Industry Association. "Consumers read the news."

Obama seeks deals, meets allies on world stage (AP)

HONOLULU ? President Barack Obama prodded the skeptical leaders of Russia and China for support in reining back Iran's nuclear ambitious, but without winning public endorsement from either man.

Neither Russian President Dmitry Medvedev nor Chinese President Hu Jintao publicly echoed Obama's push for solidarity over renewed concerns on Iran as Obama met separately on Saturday with each leader on the sidelines of a Pacific Rim economic summit here. Presiding over the gathering in his home state of Hawaii, Obama also sought to position the United States as a Pacific power determined to get more American jobs by tapping the potential of the Asia-Pacific.

For Obama, the first full day of a nine-day trip far from Washington mixed high-stakes foreign affairs diplomacy with a focus on U.S. jobs, the top domestic concern of voters who will decide next year whether to re-elect him. The president was to continue his economic advocacy Sunday at a series of meetings with leaders of the Asia-Pacific Economic Cooperation summit, a diverse group of 21 nations representing growing markets and ever-more-important alliances for the U.S.

Obama announced the broad outlines of an agreement to create a transpacific trade zone encompassing the United States and eight other nations before going into meetings with Hu and Medvedev where he raised a new report from the U.N. atomic agency. The report asserted in the strongest terms to date that Iran is conducting secret work to develop nuclear arms.

Russia and China remain a roadblock to the United States in its push to tighten international sanctions on Iran. Both are veto-wielding members of the U.N. Security Council and have shown no sign the new report will change their stand.

Alongside Medvedev, Obama said the two "reaffirmed our intention to work to shape a common response" on Iran.

Shortly after, Obama joined Hu, in a run of back-to-back diplomacy with the heads of two allies that hold complicated and at times divisive relations with the United States. Obama said that he and the Chinese leader want to ensure that Iran abides by "international rules and norms."

Obama's comments were broad enough to portray a united front without yielding any clear indication of progress. Medvedev, for his part, was largely silent on Iran during his remarks, merely acknowledging that the subject was discussed. Hu did not mention Iran at all.

White House aides insisted later that Russia and China remain unified with the United States and other allies in preventing Iran from developing nuclear weapons, and that Obama, Hu and Medvedev had agreed to work on the next steps. Deputy national security adviser Ben Rhodes said the new allegations about Iran's programs demand an international response.

"I think the Russians and the Chinese understand that," he said. "We're going to be working with them to formulate that response."

As the president held forth on the world stage, Republicans vying to compete against Obama for the presidency unleashed withering criticism in a debate in South Carolina. It was a rare moment in which foreign policy garnered attention in a campaign dominated by the flagging U.S. economy.

"If we re-elect Barack Obama, Iran will have a nuclear weapon. And if you elect Mitt Romney, Iran will not have a nuclear weapon," said Romney, a former Massachusetts governor.

Iran has insisted its nuclear work is in the peaceful pursuit of energy and research, not weaponry.

More broadly, Obama is seeking while in Hawaii to position the United States as a key player among economies that already account for 44 percent of world trade, a figure the administration believes will grow.

For businesses, Obama said, "this is where the action's going to be."

On the Pacific trade pact, Obama said details must still be worked out, but said the goal was to complete the deal by next year.

The eight countries joining the U.S. in the zone would be Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. Obama also spoke with Japanese Prime Minister Yoshihiko Noda about Japan's interest in joining the trade bloc.

Obama will be in Honolulu through Tuesday, when he leaves for Australia before ending his trip in Indonesia.

Superconductor may hide long-sought secret

Material could demonstrate existence of a type of particle proposed 70 years ago

A new kind of superconductor can?t make up its mind about how to conduct electricity. Current passes through its interior without any resistance, as in a typical superconductor. But its skin behaves like a metal, conducting electricity but with some resistance.

This split personality, described in an upcoming Physical Review Letters, could be the handiwork of something strange hiding on the surface ? a two-dimensional entity behaving like a Majorana fermion. First proposed more than 70 years ago, a Majorana fermion is a theoretical type of particle that is its own antiparticle. Electrons and quarks and other particles of matter all have twin antimatter partners.

Some theorists who suspect that neutrinos are their own antiparticles would be excited to find evidence that anything can act like a Majorana fermion, even the surface of the superconductor in the new study. Others hope that such particles could be useful for storing information in new kinds of computers.

?This is great,? says Robert Cava, a chemist at Princeton University who wasn?t involved with the study. ?Hopefully it will get people excited about this material.?

Cava and colleagues were the first to create that material, made of copper, bismuth and selenium layered like lasagna. They showed that it?s a superconductor at temperatures within a few degrees of absolute zero. But until now, no one had conclusively proven that this superconductivity is any different from the run-of-the-mill variety discovered in mercury a century ago.

To probe the material, Yoichi Ando of Osaka University and colleagues in Japan injected current into it using a gold wire. This excited electrons at the surface, creating ripples of energy. Conventional superconductors have a dead spot in their surfaces that prevents low-energy, slow-wobbling ripples from forming. But a close look at this material revealed a sea of waves bouncing up and down both quickly and slowly.

Ando says that this pattern of ripples is ?unambiguous evidence? of a type of superconductivity never seen before: topological superconductivity, in which electrons become waves molded into a complex shape that resembles the outside of a doughnut. These waves, says Ando, seem to be behaving like exotic two-dimensional particles at the surface of the material ? specifically, Majorana fermions.

?This is the best evidence so far for Majorana fermions in a solid material,? says Taylor Hughes, a theoretical physicist at the University of Illinois at Urbana-Champaign. Still, the new experiment didn?t actually reveal the flat fermions themselves ? only their supposed influence. No one has yet figured out how to directly detect them in solids. So it?s probably going to take many sources of indirect evidence to make the case that Majorana fermions actually exist in this material, says Hughes.

One way to test the idea would be to use magnetic fields to create swirling vortices on the material?s surface. These vortices should be able to trap a Majorana fermion and reveal it to be located not in a single spot, but stretched between two points like a rubber band.

Being spread out in this way could make Majorana fermions useful for quantum computers. These devices store information in the quantum states of particles, which tend to be fragile. But Majorana fermions can be disturbed only by attacking both of their end points simultaneously, giving them a hardiness that could help future computers solve problems out of the reach of today?s technology, mistake-free.

Europe drags down General Motors' 3Q profit (AP)

DETROIT ? The fragile European economy is dragging down General Motors' profits, forcing its management to look at more cost cuts and ways to boost revenue in the struggling region.

GM said Wednesday that its third-quarter net income fell 15 percent from a year earlier, pulled down by losses in Europe and South America and weak earnings in all areas except North America and China.

The company's shares fell 9.5 percent to $22.67 in afternoon trading as GM executives were forced to back off of an earlier prediction that the company would break even before taxes in Europe this year.

Europe faces a financial crisis and could slip into recession. Growth is slow is several key nations. Italy, the region's third-biggest economy, is bucking under the weight of government debt. Greece faces default unless it can accept a new debt deal. The region's economy faces deep cuts by over-indebted governments, high unemployment, stingier bank lending and declining exports.

Problems in Europe also have hurt stock markets across the globe, including the U.S. But General Motors Co. is among the first U.S. corporations to forecast lower earnings due to the problems.

GM CEO Dan Akerson told industry analysts that the company's performance in Europe is due in part to slower sales "which itself is a manifestation of Europe's economic morass." But he also said the company must look for more ways to control costs, stopping short of giving specifics.

Sales in Europe are about 18 percent of GM's 2.2 million global total, but they are expected to weaken as the economy slows in the fourth quarter.

Net income fell to $1.7 billion in the quarter, or $1.03 per share, compared with $2 billion, or $1.20 per share, a year earlier. The quarter's figures also included $200 million in dividends paid on preferred stock that didn't exist a year earlier.

General Motors Co. posted a pretax loss of $292 million in Europe. Its profit rose slightly in North America to $2.2 billion, but earnings at its international operations, including China, fell 29 percent to $365 million. South American operations also swung to a loss of $44 million for the quarter.

Without the loss in Europe and the preferred stock payment, GM's net income would have increased.

Chief Financial Officer Dan Ammann said GM had a solid quarter, but needs to improve its margin of profit in all regions.

Ammann said that in Europe, GM will follow the formula used to turn around the company's North American operations. GM cut its break-even point in North America by closing at least a dozen factories since May of 2008. It also won concessions from the United Auto Workers union, and it rolled out new vehicles that are selling well. But Ammann wouldn't say if more plant closures are coming in Europe.

"There's no one silver bullet," he said.

Ammann said the company has made significant progress in Europe and is more than $1 billion ahead of last year's pretax earnings.

Cutting costs appears to be a bigger challenge than trying to sell more cars in the region. It's difficult for GM to close plants and cut staff in Europe because of strong unions and job protection laws.

European sales, meanwhile, rose 4.6 percent during the third quarter. But the growth rate was about half the 9 percent increase GM reported worldwide.

In South America, Ammann said GM is revamping an aging car and truck lineup to try to boost sales. It also offered buyouts to employees that resulted in a 4 percent reduction in the work force there, he said.

GM is coming out with nine new vehicles in the next year in South America, including the Chevrolet Cruze compact and a subcompact named the Cobalt.

Ammann said GM plans actions companywide to improve profit margins. Its profit margin, or pretax profit as a percentage of revenue, is around 6 percent, a full percentage point lower than its closest global competitors, Volkswagen AG and Ford Motor Co.

While the company plans to cut costs further, it mainly will boost profit margins by increasing revenue, he said.

"You can't cost-cut your way to prosperity in the business. You've got to grow the business, get the right vehicles on the road," he said.

Senate committee set to approve highway bill (Reuters)

WASHINGTON (Reuters) ? A Senate committee is expected to approve a bill on Wednesday to fund U.S. highway and bridge construction programs, an effort that has been stalled for two years.

The bipartisan initiative that proposes to spend $109 billion on transportation programs through 2013 may serve as a basis for a sharply divided Congress to find common ground in coming months on a domestic policy priority.

House of Representatives and Senate lawmakers from both parties have accelerated efforts to craft legislation that can be acted upon before a temporary measure authorizing road construction spending expires next March.

The last transportation funding law expired in 2009.

Lawmakers directing the effort are committed to their proposals but Democratic and Republican staffers from the House and Senate are talking to each other about details and keeping their lines of communication open.

The Obama administration would prefer a deal before 2012 -- an election year -- but different proposals coming together on Capitol Hill will slow any final negotiations, congressional aides and others with knowledge of the process said.

Senator Mark Kirk, a Republican, told a U.S. Chamber of Commerce forum on private infrastructure investment that Congress, if it does act, would likely do so next year.

The two-year plan to be considered and likely approved by the Senate Environment and Public Works Committee on Wednesday would maintain highway construction spending at current levels, plus inflation.

The Senate Finance Committee is looking at ways to find an extra $12 billion needed to fully pay for the program, which otherwise is funded by gasoline tax receipts.

The plan would also propose an extra $1 billion per year for a popular government-run low interest loan program aimed at helping states close infrastructure funding gaps and attract private investment, in some cases.

Private infrastructure investment has been slow to catch on in the United States due partly to the length of time it takes to secure regulatory approval for a project.

States have also been less aggressive about pursuing deals even though many now have the legal authority to do so.

GOP ponders tax options for debt 'supercommittee' (AP)

WASHINGTON ? Capitol Hill Republicans say the GOP members of a deficit "supercommittee" are showing flexibility on revenue hikes as the panel heads closer to its Thanksgiving deadline.

GOP aides said Tuesday that among the options floated by Republicans is one that would place limits on the total amount of tax deductions and credits that individuals could claim, in exchange for lower income tax rates. The tradeoff could net hundreds of billions of dollars for the Treasury over the coming decade.

The idea, discussed by Pennsylvania GOP Sen. Pat Toomey in talks with Montana Democratic Sen. Max Baucus, is but one of many options on the table. It's similar in concept to a proposal put forward last summer in negotiations between House Speaker John Boehner, R-Ohio and President Barack Obama, who discussed a complete overhaul of the tax code that would have garnered some $800 billion in new revenue over a decade.

GOP aides said that Republican members of the debt panel, which is charged with producing legislation to cut $1.2 trillion from the deficit over the coming decade, have yet to unite behind a single idea. But the simple fact that Toomey, a tea party favorite elected last year, was willing to entertain higher tax revenues, was a noteworthy break from an earlier GOP proposal forwarded two weeks ago that assumed revenue would come from non-tax sources like Medicare premiums and economic growth spurred by a simplified tax code.

"We've made a little bit of progress but it's not enough in our judgment," said Sen. John Kerry, D-Mass., a member of the deficit panel. "We have some distance to go."

Republicans are asking a high price ? cuts to important benefit programs like Medicare and Medicaid ? in exchange for potential revenue hikes. And they are pressing for other GOP priorities such as opening the Arctic National Wildlife Refuge in Alaska to oil and gas drilling as well, a Democratic aide said.

"The definition of revenues is a concern," added Sen. Patty Murray, D-Wash., the panel's co-chair.

The aides required anonymity because they were not authorized to speak publicly about the negotiations.

Official: 16 Hindus die in stampede in India (AP)

LUCKNOW, India ? A stampede killed 16 Hindu pilgrims and injured about 50 during a religious ceremony Tuesday on the banks of the Ganges River in northern India, an official said.

The stampede at Haridwar in Uttrakhand state was triggered when some of the pilgrims tripped and fell while those behind continued to push forward, government spokesman Amit Chandola said.

Thousands of people had converged on the river banks for the prayer ceremony in the temple-filled town at the foothills of the Himalayas where the Ganges enters the sprawling plains of northern India. Haridwar is about 300 miles (500 kilometers) southwest of Lucknow, the capital of Uttar Pradesh state.

Chandola said police had recovered 16 bodies from the site, and that about 50 injured people were taken to a nearby hospital.

Hundreds of thousands of Hindu pilgrims visit Haridwar every year for bathing in the Ganges, which they believe will cleanse them of sins and free them from the cycle of life and rebirth.

Stampedes often occur at Hindu pilgrimage sites, where authorities are unable to cope with the rush of devotees.

The tweet, posted on September 1, 2011, by @qikipedia, read in its entirety: ?It would take an elephant, balanced on a pencil to break through a sheet of graphene the thickness of cling film.? Some detective work revealed that the statement originated with mechanical engineering professor James Hone of Columbia University, who said in 2008, ?Our research establishes graphene as the strongest material ever measured, some 200 times stronger than structural steel. The professor?s contention raises numerous questions, the first one being ?What is graphene?? Microsoft Word doesn?t know?it keeps giving graphene the red squiggly underline, which means, ?Surely you mean grapheme.? (I surely don?t, despite the fact that I?m littering this page with graphemes.)

Fortunately, the Wikipedia entry on graphene includes this definition from a paper by Andre Geim and Konstantin Novoselov, who won the 2010 Nobel Prize in Physics for their work on the miracle substance: ?Graphene is a [sic] flat monolayer of carbon atoms tightly packed into a two-dimensional (2D) honeycomb lattice, and is a basic building block for graphitic materials of all other dimensionalities. It can be wrapped up into 0D fullerenes, rolled into 1D nanotubes or stacked into 3D graphite.? Picture chicken wire, but with each connection point being a carbon atom. The result of that mental metamorphosis is graphene. (Well, virtual graphene.)

Professor Hone has better things to do?such as figuring out how to layer enough sheets of graphene together to get it to be the thickness of Saran Wrap?than to deal with the rest of my questions. So I leave them to you, gentle reader. And away we go.

Is the pencil vertical or horizontal? Let?s assume vertical, so that the entire weight of the elephant is concentrated at a single point on the graphene. Other than for writing on a wall, a horizontal pencil is useless in most cases, including pencil cases.?

What is the pencil made of? You can?t expect a regular old pencil to carry the weight of an elephant. The obvious answer is graphene, rolled into a massive nanotube. (Massive for a nanotube, regular size for a pencil.) The manufacturer could include a thin cylinder of graphite within the roll of graphene so that the pencil could actually be used to write, but that strikes me as pedantic. (Then again, if it can?t write, is it really a pencil? Perhaps not. I?ve been told that I can?t write, and I?m certainly not a pencil.)

Come to think of it, there?s a lot we don?t know about the elephant. Is it a full-grown elephant or a baby elephant? A baby Asian elephant is going to be the easiest choice to get onto the pencil. As it approaches the graphene, do the researchers play Henry Mancini?s ?Baby Elephant Walk?? If not, why not? These opportunities don?t come along every day.

Will the weight of the baby elephant concentrated at the tip of the pencil be enough to pierce the graphene? If it was going to require the weight of an adult African elephant balanced on the pencil, I doubt the baby elephant, at about 230 pounds, has enough heft. So if you put the full weight of our adorable little elephant onto the superstrong nanotube pencil, I have to figure that, although the Saran Wrap might hold, the elephant won?t. The pencil will puncture the poor baby?s hide and get swallowed up. Now you have a wounded baby Asian elephant bleeding all over your graphene, a mother elephant going out of her mind and a protest by People for the Ethical Treatment of Animals.

China spacecraft dock together in orbit over Earth (AP)

BEIJING ? Two unmanned Chinese spacecraft docked successfully and were orbiting the Earth together Thursday in a step that moves China closer to manning its own space station in about a decade.

The Shenzhou 8 craft that was launched Tuesday docked with the already orbiting Tiangong 1 module, said Wu Ping, spokeswoman for China's manned space program. The assembly has orbited Earth six times, with onboard instruments working normally, she said.

The U.S. and Russia are the only other countries to master the space docking technique. It was "a milestone success and sets a sound foundation for continued missions," Wu said.

The joint assembly will fly for another 12 days doing tests, then a second docking will be followed by two days' flight. Shenzhou 8 is scheduled to return to Earth on Nov. 17, she said.

"Our aim is to try our best to perform multiple tests within one launch so as to maximize our benefits through limited launches," Wu said.

China launched its own space station program after being turned away in its repeated attempts to join the 16-nation International Space Station. That was largely on objections from the United States, which is wary of the Chinese space program's military links.

Experts see no explicit military function for the Chinese space station.

In terms of technology, the launch of the Tiangong-1 places China about where the U.S. was in the 1960s during the Gemini program. But experts say China progresses further than the U.S. did with each launch it undertakes.

Two more docking missions with the Tiangong 1 model are planned next year, one of them manned. China will set up a space lab by 2016, Wu said, and its actual station will be launched in three sections between 2020 and 2022.

All the parts of the docking mechanism and the more than 600 onboard instruments were designed and made by Chinese state-owned and private companies, she said.

President Hu Jintao praised the docking in a message from France en route to the Group of 20 economic summit. Premier Wen Jiabao and other top officials watched the docking from an aerospace center in Beijing, the official Xinhua News Agency reported.

At about 60 tons when completed, the Chinese station will be considerably smaller than the International Space Station, which is expected to continue operating through 2028.

China launched its first manned flight in 2003, joining Russia and the United States as the only countries to launch humans into orbit. The Chinese space program also calls for one day landing on the moon, possibly with astronauts.

Asked by a reporter what real benefits the Chinese government's investment in its space program brought to ordinary citizens, Wu said "It's fair to say that aerospace technology is closely linked to the everyday life of the people."

She said the benefits of past space travel ranged from the use of satellites for navigating in cars and television broadcasting to the designs of diapers for babies and the freeze-drying of ingredients used in instant noodles.
