Syria vows to work with new UN envoy as fighting rages

Syria said it is ready to work with new UN envoy Lakhdar Brahimi and hopes he can pave the way for "national dialogue," even as fighting raged in both the capital and second city Aleppo.

State media hailed the recapture by the army of three Christian neighbourhoods in the heart of Aleppo, but clashes between troops and rebel fighters raged in other parts of the city and in the southern belt of Damascus.

Syria's deputy foreign minister Faisal Muqdad accused neighbouring Turkey of providing the rebels with arms and rear bases, as Turkish and US officials held talks on hastening President Bashar al-Assad's fall.

Muqdad said Damascus would cooperate with Brahimi, the veteran Algerian diplomat named as UN-Arab League envoy to replace former UN chief Kofi Annan after his announcement on August 2 that he was stepping down following the failure to implement his six-point peace plan.

"We have informed the United Nations that we accept the appointment of Mr Brahimi," Muqdad told a Damascus news conference.

"We are looking forward to seeing... what ideas he is giving for potential solutions for the problem here," he added.

Muqdad's comments came after Damascus on Monday sharply criticised comments by the new envoy that a civil war was already underway in Syria and that his mission was to end it.

Muqdad said he hoped Brahimi would help kick-start a process of national dialogue.

"There will be no winners in Syria, as the West is betting there will be. Syria will win, thanks to its people, its leader and its government, which will make the right choices in the midst of these difficult circumstances," he said.

Muqdad said "foreign interference" was the leading cause of the 17-month-conflict, which the Syrian Observatory for Human Rights said on Thursday has now killed nearly 25,000 people since March last year.

"The (factors) that have fuelled this crisis are well-known -- armed groups, terrorist groups supported by regional circles, including the dangerous support by Turkey of terrorist gangs, providing these with sophisticated weapons," he said.

Turkey has repeatedly denied giving arms to the rebels but it has given sanctuary to the defecting soldiers who formed the original kernel of the Free Syrian Army as well as to tens of thousands of civilian refugees.

Turkish and US officials held their first "operational planning" meeting aimed at hastening the end of Assad's regime.

Turkish foreign ministry deputy under-secretary Halit Cevik and US ambassador Elisabeth Jones led the delegations made up of intelligence agents, military officials and diplomats at the Ankara talks, a foreign ministry source told AFP.

US Secretary of State Hillary Clinton announced plans for the forum following talks in Istanbul on August 11 as Washington signalled it was looking for new ways to put pressure on Assad after his traditional allies Beijing and Moscow blocked action at the UN Security Council.

German Chancellor Angela Merkel and French President Francois Hollande pushed Thursday for a Security Council decision regarding the humanitarian situation in Syria.

"We are going to insist that the Security Council takes the necessary decisions and that the international dialogue advances, especially concerning the humanitarian situation," Merkel said at a press conference during a Berlin summit with the French leader.

"We are acting together with the Europeans, with all those who consider that Bashar al-Assad cannot stay at the head of his country because he is endangering the lives of his people," Hollande added.

France meanwhile indicated that it would consider supporting a partial no-fly zone over Syria. French Defence Minister Jean-Yves Le Drian however warned that shutting all of Syria's air space would mean "going to war" and would require a willing international coalition that has not yet materialized.

Aleppo residents reported heavy exchanges in the heart of the city during the army's recapture of three Christian neighbourhoods seized by the rebels at the weekend.

"We have had the worst two days of our lives," Sonia, the wife of a wealthy businessman in the northern city which is also Syria's commercial capital, told AFP by telephone.

"If our house weren't built like a fortress, we'd all be dead," said the resident of Telal, which the army seized on Wednesday along with Jdeide and Sulamaniyeh.

Jdeide and Telal were once frequented by tourists for their restaurants and handicraft shops but the heavy fighting between troops and fighters has left streets deserted apart from local youths on patrol, residents said.

After more than a month of fighting, the battle for Aleppo continued with fierce clashes and bombardment in other neighbourhoods of the city on Thursday, militants and residents said.

Nationwide, at least 111 people were killed in violence on Thursday, 71 of them civilians, the Observatory said, adding that more than 24,000 had now been killed since the uprising erupted.

In the capital, fighting focused on a belt of southern neighbourhoods and suburbs where opposition to the government runs strong, anti-regime activists said.

Activists and monitors reported clashes and shelling from Al-Hajar Al-Aswad in the southwest to the town of Daraya on the western outskirts of Damascus, in areas where the army battled to oust rebels last month.

    Oil Companies May Have Been Helping Combat Climate Change (A Little)

    Here?s some good news about climate change: emissions of greenhouse gases other than carbon dioxide have slowed and, in some cases, begun to decline. That means fewer molecules drifting in the atmosphere and blocking the escape of heat radiated by an Earth warmed by sunlight. The bad news is no one knows why.

    Now a new study suggests that declines in ethane a simple hydrocarbon molecule and component of the fossil fuel known as natural gas can be attributed to companies stopping the practice of simply releasing the gas that comes up with every barrel of oil. Atmospheric measurements stretching from 1984 to 2010 suggest that ethane emission rates have fallen by a full 21 percent. The study is published in Nature on August 23. (Scientific American is part of Nature Publishing Group).

    That?s important in its own right but also because of what it suggests about the second most abundant greenhouse gas methane, another simple hydrocarbon and the most abundant molecule in natural gas. Over the span of a century, a methane molecule traps 25 times the amount of heat compared to the most abundant greenhouse gas carbon dioxide.

    So how much methane human activities put into the atmosphere has a big impact on how much global warming we end up creating this century (and beyond) and represents a shortcut to restraining climate change, buying time to decrease CO2 emissions.

    The 60 to 80 two-liter canisters bearing air samples collected from all around the Pacific Ocean since 1984 suggest that the ethane decline is a result of a decline in so-called fugitive emissions from fossil fuel production. As the name implies, fugitive emissions are molecules of natural gas that got away (usually on purpose). Given the value of natural gas as a fuel, however, the practice of releasing natural gas molecules has declined since the 1970s. As a result, oil companies while funding efforts to question the reality of climate change may have been inadvertently helping keep global warming from getting even worse.

    There are other sources of ethane as well, such as wild (and human-set) fires or the burning of biofuels. But ethane emissions from those sources have actually increased, meaning the overall decline has to be attributed to some other source. The remaining possibility ending the practice of simply releasing ethane when producing oil is the most likely explanation, the new research argues.

    Methane and ethane emissions have been strongly correlated over the period of the study, suggesting that what happens to ethane will happen to methane. In fact, the delay in a more significant drop in methane may be a result of that molecule?s longer lifetime in the atmosphere methane lasts roughly a decade whereas ethane breaks down within a few months.

    As mentioned, that?s good news. It may also give scientists a way to identify particularly catastrophic climate change scenarios before they set in, like a release of the trillions of molecules of methane trapped in Arctic permafrost or ice cages on the seafloor. If methane levels suddenly rose without a corresponding rise in ethane that might signal that such a geologic burp was happening.

    Unfortunately, the rate of the ethane (and possibly methane) decline has slowed over the last decade, according to the record. And it may slow yet further if fugitive emissions from natural gas wells like those currently being fracked in the U.S. or pipelines grow. There?s also an opportunity to stop the escape of methane from coal mines in China, oil wells in Africa and the Middle East, and pipelines in Russia if we want to slow global warming. To combat climate change, the decline in atmospheric levels of ethane cannot prove temporary.

    Consider keeping Bernanke, top Romney adviser says

    NEW YORK (Reuters) - Ben Bernanke received an unlikely defense of his work at the U.S. Federal Reserve by a top Mitt Romney adviser, who said on Tuesday that he should be considered for a third term as chairman.

    Glenn Hubbard, economic adviser to the Republican presidential candidate, said he would advise a possible President Romney that Bernanke should "get every consideration" to stay on beyond January 2014, when the chairman's current term expires.

    The comments may come as a surprise given Romney has said he would not reappoint Bernanke beyond 2014. Further, many top Republicans have blasted the Fed's aggressive policies since the Great Recession as overreaching and reckless.

    "Ben is a model technocrat. He gets paid nothing for getting kicked around all the time. I think they ought to pat him on the back," Hubbard said in an interview, adding he has known Bernanke since they were "practically kids" and regularly speaks to him.

    "I may or may not agree with him, but that's very different from saying I question his motives. I wish politicians would stop doing that," Hubbard told Reuters TV. (Reuters TV interview: http://reut.rs/SPSy4f )

    The comments from Hubbard - who himself was considered for the Fed chairmanship under former President George W. Bush, who ultimately picked Bernanke - suggests there is at least some support for the head of the U.S. central bank within the Romney camp as it battles to unseat President Barack Obama.

    Hubbard was quick to note his opposition to some Fed policies, including the large-scale bond buying programs known as quantitative easing, or QE. He said a third round of buying (QE3) is unlikely to happen and would have little effect on either the economy or the bruising election campaign.

    QE3 would probably only slightly lower Treasury yields, which are already very low, Hubbard said. "I don't think that's what the doctor ordered for the recovery," he said at the Columbia Business School in New York, where he is dean.

    Yet with U.S. economic growth stalling and unemployment stubbornly high at 8.3 percent, some economists expect the Fed to launch QE3 as soon as its next policy meeting on September 12-13. Bernanke could set the stage for a new purchase program at a speech in Jackson Hole, Wyoming, on August 31.

    But on the eve of the November 6 presidential election, such a controversial move to boost the economy would almost certainly draw criticism from conservatives who already feel the central bank is an overly powerful agency that lacks transparency.

    Paul Ryan, Romney's vice presidential running mate and a harsh critic of the Fed's ultra loose monetary policy, backs exposing those policy decisions to a congressional audit, and he supported legislation that would strip the Fed of its mission to seek maximum employment.

    Romney has said QE3 would not do much economic good, and he too backed an audit of the Fed, though it is unclear whether he would want to extend that to monetary policy - as Ryan does - which could be seen as undermining the central bank's independence.

    Hubbard, who was chairman of the White House Council of Economic Advisers under Bush, said Congress is right to consider forcing the Fed to explain policy decisions. But "the idea of putting them more under the microscope of literally auditing decisions - I don't think so," he said.

    Dems outline plan to use Ryan budget against GOP candidates

    The top political committee responsible for electing Democrats to the House of Representatives passed along a memo sent to House candidates. The proposed strategy? Linking their Republican opponents to vice presidential candidate Paul Ryan and his proposal to overhaul Medicare, which he submitted earlier this year.

    As House Budget Committee Chairman, Ryan put forward a budget plan that would restructure the health care program for seniors by offering them a choice to accept federal subsidies to pay for health insurance through private insurance companies. The proposal made the young Wisconsin congressman a lightning rod for criticism on Capitol Hill. Republicans overwhelmingly voted in support of the plan, which passed the House but failed in the Senate.

    Now, Democrats plan to try to use Romney's vice presidential choice to their advantage.

    "[W]ith this one announcement, Mitt Romney gave us the national debate we've wanted," wrote Jesse Furgesson, spokesman for the Democratic Congressional Campaign Committee. "Now, the Medicare-ending Ryan budget is the ticket mate with every House Republican and Republican candidate running for Congress."

    The memo goes on to outline a strategy for Democrats to play offense on Ryan's budget proposal.

    Why? Because they know it's a debate we win.

    Democratic Message Wins. House Democrats have won special elections on the issue of Medicare. Just look at Democrats' special election victories in NY-26, a ruby red conservative district, and AZ-08 where Republicans held a seven-point voter registration advantage. The Ryan plan to end Medicare while protecting tax breaks for millionaires was a decisive, losing issue for Republicans. In both races, the Democrat won the battle because voters rejected Republicans who would end Medicare, while giving another tax break to millionaires.     Scientists examine effects of manufactured nanoparticles on soybean crops

    ScienceDaily (Aug. 20, 2012) ? Sunscreens, lotions, and cosmetics contain tiny metal nanoparticles that wash down the drain at the end of the day, or are discharged after manufacturing. Those nanoparticles eventually end up in agricultural soil, which is a cause for concern, according to a group of environmental scientists that recently carried out the first major study of soybeans grown in soil contaminated by two manufactured nanomaterials (MNMs).

    The team was led by scientists at UC Santa Barbara's Bren School of Environmental Science & Management. The team is also affiliated with the UC Center for Environmental Implications of Nanotechnology (CEIN), a $24 million collaboration based at UCLA, with researchers from UCSB, UC Davis, UC Riverside, University of Texas at El Paso, Columbia University, and other national and international partners.

    The results of the study are published this week in the Proceedings of the National Academy of Sciences.

    "Our society has become more environmentally aware in the last few decades, and that results in our government and scientists asking questions about the safety of new types of chemical ingredients," said senior author Patricia Holden, a professor with the Bren School. "That's reflected by this type of research."

    She explained that the research, which is funded by the National Science Foundation (NSF) and the U.S. Environmental Protection Agency (EPA), is helping to discover potential environmental implications of a new industry that includes nanomaterials. The ultimate goal is to help find more environmentally compatible substitutes, Holden said.

    Soybean was chosen for the study due to its importance as a food crop -- it is the fifth largest crop in global agricultural production and second in the U.S. -- and because it is vulnerable to MNMs. The findings showed that crop yield and quality are affected by the addition of MNMs to the soil.

    The scientists studied the effects of two common nanoparticles, zinc oxide and cerium oxide, on soybeans grown in soil in greenhouses. Zinc oxide is used in cosmetics, lotions, and sunscreens. Cerium oxide is used as an ingredient in catalytic converters to minimize carbon monoxide production, and in fuel to increase fuel combustion. Cerium can enter soil through the atmosphere when fuel additives are released with diesel fuel combustion.

    The zinc oxide nanoparticles may dissolve, or they may remain as a particle, or re-form as a particle, as they are processed through wastewater treatment. At the final stage of wastewater treatment there is a solid material, called biosolids, which is applied to soils in many parts of the U.S. This solid material fertilizes the soil, returning nitrogen and phosphorus that are captured during wastewater treatment. This is also a point at which zinc oxide and cerium oxide can enter the soil.

    The scientists noted that the EPA requires pretreatment programs to limit direct industrial metal discharge into publicly owned wastewater treatment plants. However, the research team conveyed that "MNMs -- while measurable in the wastewater treatment plant systems -- are neither monitored nor regulated, have a high affinity for activated sludge bacteria, and thus concentrate in biosolids."

    The authors pointed out that soybean crops are farmed with equipment powered by fossil fuels, and thus MNMs can also be deposited into the soil through exhaust.

    The study showed that soybean plants grown in soil that contained zinc oxide bioaccumulated zinc; they absorbed it into the stems, leaves, and beans. Food quality was affected, although it may not be harmful to humans to eat the soybeans if the zinc is in the form of ions or salts, in the plants, according to Holden.

    In the case of cerium oxide, the nanoparticles did not bioaccumulate, but plant growth was stunted. Changes occurred in the root nodules, where symbiotic bacteria normally accumulate and convert atmospheric nitrogen into ammonium, which fertilizes the plant. The changes in the root nodules indicate that greater use of synthetic fertilizers might be necessary with the buildup of MNMs in the soil.

    Holden commented on the likelihood of high concentrations of these nanoparticles in agriculture: "There could be hotspots, places where you have accumulation, including near manufacturing sites where the materials are being made, or if there are spills. We have very limited information about the quantity or state of these synthetic nanomaterials in the environment right now. We know they're being used in consumer goods, and we know they're going down the drain."
