U.S. envoy hails Tripoli leaders, pledges support (Reuters)

TRIPOLI (Reuters) ? A senior U.S. envoy, visiting Tripoli on Wednesday to show support for Libya's new leaders, said they were getting the country's many armed groups under control and would not end up dominated by Islamist factions.

Jeffrey Feltman, an assistant secretary of state who runs policy for the Middle East and North Africa, also said Washington was committed to continuing military operations with NATO as long as they were needed to protect Libyan civilians.

NATO has said it will keep bombing any Gaddafi loyalists who threaten civilians, but says it is not taking an active role in hunting ousted strongman Muammar Gaddafi, who, his spokesman said, was still in Libya organizing his forces to hit back.

In a statement following talks with the head of the National Transitional Council (NTC), Mustafa Abdel Jalil, Feltman said: "We remain encouraged by growing command and control over security and police forces.

"We understand that this is a difficult task. Libya's interim leadership is solidifying the steps and integrating militias under one civilian authority."

Asked later about the strength of Islamist groups in the rebel coalition which overthrew Muammar Gaddafi last month, he said: "We are not concerned that one group will be able to dominate the aftermath of what has been a shared struggle."

He also said he expected the new rulers in Tripoli to "share concerns about terrorism" with Washington. Some senior Islamists among the rebel forces have in the past been allied with enemies of the United States, though they have since welcomed cooperation with the Western military alliance.

In his statement, Feltman also said: "The United States and our international partners have an enduring commitment to supporting the Libyan people as they chart their country's future. This includes working with NATO and our coalition partners to continue operations to protect Libyan civilians until they are no longer under threat."

GADDAFI HOLDING OUT

Feltman's visit to Tripoli, two days after the arrival of Abdel Jalil himself and only three weeks after Gaddafi was put to flight, was a very visible statement of support. He said Washington aimed to reopen a full embassy as soon as possible.

Diplomats from other Western powers who backed February's uprising have visited the rebel stronghold of Benghazi, as well as Tripoli itself in recent days, but Feltman's is the most high profile official visit from abroad.

Compared to other parts of the country, Tripoli has been relatively stable since forces of the NTC overran it on August 23. But NTC fighters backed by NATO are still trying to capture at least three towns held by Gaddafi loyalists.

Gaddafi himself has not been seen in public since June. His fugitive spokesman, Moussa Ibrahim, speaking on a satellite phone, told Reuters the 69-year-old leader was still in Libya, in good spirits and gathering his forces for a fightback.

"The leader is in good health, in high morale ... of course he is in Libya," said Ibrahim, who declined to give his own location. "The fight is as far away from the end as the world can imagine. We are still very powerful, our army is still powerful, we have thousands upon thousands of volunteers."

While his opponents would scoff at the idea of a successful Gaddafi comeback, they have been concerned at the difficulties they have had in taking the final bastions of his support.

BANI WALID

Interim government forces are besieging one of those last bastions, Bani Walid, 180 km (110 miles) south of Tripoli, along with Gaddafi's hometown of Sirte on the Mediterranean coast and Sabha, deep in the southern desert.

After a week of fighting NTC forces at Bani Walid have been urging people to leave before they try to storm the town. Scores of cars packed with families left Bani Walid on Wednesday as NTC forces broadcast messages telling them to go and handed out free petrol to help them evacuate.

"There is a lot of random shooting. It is much safer for my children to leave. Gaddafi militia men do not want to negotiate," Fathalla al-Hammali, 42, said, driving away from the town with his three young children.

Gaddafi's whereabouts are unknown. NTC officials have said he could be hiding in one of the outposts like Bani Walid, helping to rally a last stand against NATO-backed forces.

NTC field commanders said people in Bani Walid had been told in radio messages on Tuesday they had two days to leave town, though it was unclear when any deadline might finally expire.

"I think only 10 percent of the people are Gaddafi supporters. They are fanatics. And the rest are waiting to be liberated. We have given them two more days to leave the city," NTC fighter Abumuslim Abdu said.

NIGER REFUGE

NTC leaders say that, along with taking pro-Gaddafi enclaves, capturing or killing the fugitive leader is a priority and only then can Libya be declared "liberated."

The U.S. State Department said one of his sons, Saadi Gaddafi, who arrived in neighbouring Niger on Sunday across the Sahara desert, was being held under house arrest there.

A Niger government source said on Tuesday that Saadi had been transferred from the northern desert town of Agadez to the capital Niamey late on Tuesday: "He is in a secure place. Like the others he is here on humanitarian grounds. He is not being sought after. He is under surveillance, not imprisoned."

However, the source added that he was not free to move: "You do not have freedom of movement when you are under surveillance," he said.

Gaddafi and his fugitive son Saif al-Islam are wanted by the International Criminal Court (ICC), though NTC officials have said Libyans would like to try them first.

The 9/11 memorial: 'Poignant' or 'flawed by bad taste'? (The Week)

New York ? After years of debate and delay, an eight-acre memorial at the former site of the World Trade Center opens to the public

The 9/11 memorial at Ground Zero was 10 years in the making, and over that decade, it experienced more than its share of controversy. (The latest: The name of one of the 2,983 victims killed in the terrorist attacks is misspelled?on the memorial.) But on Monday, the many battles over the memorial came to an end of sorts, as the eight-acre park ? which features victims' names etched onto dozens of bronze panels surrounding two memorial pools at the site of the fallen towers ??finally opened to the public. Is it a fitting tribute?

This is a "poignant reminder" of our staggering loss: The tree-covered memorial plaza will "instantly become one of the most dramatic and compelling public spaces in the world," says Steven Litt at the Cleveland Plain Dealer. It is a "wrenching representation of loss and absence," and a "poignant reminder of the new and alien sense of vulnerability that came over the country after the terrorist attacks 10 years ago."

But it distorts the complex memory of what happened: For years, Americans circled the place where the twin towers once stood, says Philip Nobel at?Metropolis. They searched, often in vain, for meaning. At first, they hunted in a smoking pile of rubble "of truly awful proportions," and, later, "a hole in the ground deep enough that its bottom was rarely seen." Now we're left with a "purpose-built" memorial ? "deeply compromised, existentially confused, and flawed by bad taste" ? that will never equal the "spontaneous one we are now losing."

Come now. This is a milestone in our healing: The memorial's central feature ? endless streams of water plunging into acre-sized pits ? "is an extraordinary thing," says Philip Kennicott in The Washington Post. It "works, in part, because it recalls ancient and deeply embedded connections among water, memory, and death." But the more important test will come once the fight that preceded construction is forgotten. If the memorial still inspires pride and awe, we will have moved "past grief," and the memorial will have done its job.

In a photography exhibit called ?India? at 720 Tahoe Street, a local art gallery and collective, Ashley Robison proudly displays photos of smiling children who have rarely seen a camera before.

Robison, a 23-year-old alumna of the University of Nevada, Reno art program, said she explored a world of contrasts during her study abroad trip to Bangalore, India in the 2011 spring semester. During her travels, she took many photos while on volunteer field trips with the Center for Social Action, an organization that connects students with community outreach organizations around India.

Some photos focus on children playing together in the streets, while others show the more serious faces of older residents.

When she returned to Reno, she felt inspired to hold an art show and fundraiser to exhibit her photos and give back to the organizations that strongly impacted her experience abroad. A percentage of the proceeds the exhibit generates will be donated to the CSA.

With the CSA, Robison traveled to a community outreach center that helps medicate and treat people with AIDS or HIV. They also went to a women?s education organization located in one of the largest slums in Bangalore. This organization focuses on educating women about finance to help them better support their families.

Studying in Bangalore, the fifth-largest city in India with six million inhabitants, was an eye-opening experience for Robison, she said. She is a native Nevadan who has never lived in a city larger than Reno.

?I learned a lesson when I was traveling abroad in Italy,? she said. ?I never took enough photos then, so in India I made sure to keep my camera with me at all times. These photos are of the people and places that made a huge impact on me while I was there.?

In India, she spent three months studying with the University Studies Abroad Consortium program and two months traveling around the country.

?I loved India because it really is a world of contrasts,? she said. ?It can be so intense and overwhelming, but it can be humbling, sacred and beautiful, too.?

While volunteering and traveling around India, Robison noticed that Indian people have a different perception of cameras than Americans, who are so used to cameras and photos in their everyday lives, she said.

?The people I photographed wanted nothing more than to see their photo,? she said. ?Their awareness of the camera is so different. They don?t jump up to smile automatically like Americans. They?re more serious and stark, more real.?

In her photography, Robison tried to capture this contrast and expose the abrupt, unforgiving attitude of her subjects in their intense environment, she said.

Study indicates infants at risk for autism could benefit from motor training

(Baltimore, MD) In a new study published today in the journal Developmental Science (Epub ahead of print), researchers from the Kennedy Krieger Institute and Vanderbilt University found that early motor experiences can shape infants' preferences for objects and faces. The study findings demonstrate that providing infants with "sticky mittens" to manipulate toys increases their subsequent interest in faces, suggesting advanced social development.

This study supports a growing body of evidence that early motor development and self-produced motor experiences contribute to infants' understanding of the social world around them. Conversely, this implies that when motor skills are delayed or impaired as in autism future social interactions and development could be negatively impacted.

"Our results provide us with a new way to think about typical, and also atypical, development," said Klaus Libertus, PhD, the study's lead author and a research scientist at Kennedy Krieger Institute's Center for Autism and Related Disorders. "The mind is not independent from the body, especially during development. As motor skills advance, other domains follow suit, indicating strong connections between seemingly unrelated domains. Such connections have exciting implications, suggesting that interventions could target the motor domain to foster social development."

Previous research has found that infants diagnosed with autism spectrum disorders (ASD) show less interest in faces and social orienting. While the current study was conducted with typically developing infants, it indicates that infants who are at risk for ASD or show signs of abnormal social development may benefit from motor training as early as 3 months of age.

"For parents, this means that early motor development is very important and they should encourage motor experiences and active exploration by their child," said Dr. Libertus. "Fostering motor development doesn't have to be complex or require sticky mittens. Any interactions or games that encourage a child to develop independent motor skills are important."

In the study, the researchers divided 36, typically-developing, 3-month-old infants into two groups one receiving active motor experiences and the other receiving passive experiences. Infants in the active group were given mittens affixed with strips of Velcro, known as "sticky mittens." The researchers observed as infants in the active group played with the "sticky mittens" for 10 minutes each day for two weeks. While wearing the mittens, a brief swipe of the infants' arm made toys, also covered in Velcro, "stick" as if the infant had successfully grasped the object. Parents first demonstrated this by attaching the toy to the mitten, but then the toy was removed and the infant was encouraged to independently reach for the toy again.

In the passive group, infants were fitted with aesthetically similar mittens and toys, but without Velcro. Passive infants also played with the mittens and toys for 10 minutes each day for two weeks, but were only passive observers as parents provided stimulation by moving the toy and touching it to the inside of the infants' palms.

After two weeks of daily training, the researchers tracked the infants' eye movements while they watched images of faces and toys flash on a computer screen. Infants in the passive and active groups were compared with each other, as well as to two control groups of untrained infants comprised of non-reaching 3-month-olds and independently-reaching 5-month-olds. Researchers found the following:

  • The active group showed more interest in faces rather than objects. In contrast, the passive group showed no preference.
  • Infants in the active group focused on faces first, suggesting strengthening of a spontaneous preference for faces.
  • When compared to the untrained control groups, the social preferences of the 3-month-old infants who experienced active training were similar to those of the untrained 5-month-olds, indicating advanced development following training.
  • Finally, individual differences in motor activity observed between all 3-month-old infants in the study were predictive of their spontaneous orienting to faces. Regardless of training experiences, the more reaching attempts infants made, the stronger was their tendency to look at faces. Thus, motor experiences seem to drive social development.

"The most surprising result of our study is that we see a connection between early motor experiences and the emergence of orienting towards faces," said Dr. Libertus. "Logically, one would predict exactly the opposite. But in the light of seeing actions as serving a social purpose, it does make sense."

A key question researchers hope to answer next is whether these early changes will translate into future gains for these children. "Our results indicate a new direction for research on social development in infants," said Dr. Libertus. Dr. Libertus and his colleagues will continue to observe these children to see if the social development benefits achieved during the current study are sustained one year later.

(Baltimore, MD) In a new study published today in the journal Developmental Science (Epub ahead of print), researchers from the Kennedy Krieger Institute and Vanderbilt University found that early motor experiences can shape infants' preferences for objects and faces. The study findings demonstrate that providing infants with "sticky mittens" to manipulate toys increases their subsequent interest in faces, suggesting advanced social development.

This study supports a growing body of evidence that early motor development and self-produced motor experiences contribute to infants' understanding of the social world around them. Conversely, this implies that when motor skills are delayed or impaired as in autism future social interactions and development could be negatively impacted.

"Our results provide us with a new way to think about typical, and also atypical, development," said Klaus Libertus, PhD, the study's lead author and a research scientist at Kennedy Krieger Institute's Center for Autism and Related Disorders. "The mind is not independent from the body, especially during development. As motor skills advance, other domains follow suit, indicating strong connections between seemingly unrelated domains. Such connections have exciting implications, suggesting that interventions could target the motor domain to foster social development."

Previous research has found that infants diagnosed with autism spectrum disorders (ASD) show less interest in faces and social orienting. While the current study was conducted with typically developing infants, it indicates that infants who are at risk for ASD or show signs of abnormal social development may benefit from motor training as early as 3 months of age.

"For parents, this means that early motor development is very important and they should encourage motor experiences and active exploration by their child," said Dr. Libertus. "Fostering motor development doesn't have to be complex or require sticky mittens. Any interactions or games that encourage a child to develop independent motor skills are important."

In the study, the researchers divided 36, typically-developing, 3-month-old infants into two groups one receiving active motor experiences and the other receiving passive experiences. Infants in the active group were given mittens affixed with strips of Velcro, known as "sticky mittens." The researchers observed as infants in the active group played with the "sticky mittens" for 10 minutes each day for two weeks. While wearing the mittens, a brief swipe of the infants' arm made toys, also covered in Velcro, "stick" as if the infant had successfully grasped the object. Parents first demonstrated this by attaching the toy to the mitten, but then the toy was removed and the infant was encouraged to independently reach for the toy again.

In the passive group, infants were fitted with aesthetically similar mittens and toys, but without Velcro. Passive infants also played with the mittens and toys for 10 minutes each day for two weeks, but were only passive observers as parents provided stimulation by moving the toy and touching it to the inside of the infants' palms.

After two weeks of daily training, the researchers tracked the infants' eye movements while they watched images of faces and toys flash on a computer screen. Infants in the passive and active groups were compared with each other, as well as to two control groups of untrained infants comprised of non-reaching 3-month-olds and independently-reaching 5-month-olds. Researchers found the following:

  • The active group showed more interest in faces rather than objects. In contrast, the passive group showed no preference.
  • Infants in the active group focused on faces first, suggesting strengthening of a spontaneous preference for faces.
  • When compared to the untrained control groups, the social preferences of the 3-month-old infants who experienced active training were similar to those of the untrained 5-month-olds, indicating advanced development following training.
  • Finally, individual differences in motor activity observed between all 3-month-old infants in the study were predictive of their spontaneous orienting to faces. Regardless of training experiences, the more reaching attempts infants made, the stronger was their tendency to look at faces. Thus, motor experiences seem to drive social development.

"The most surprising result of our study is that we see a connection between early motor experiences and the emergence of orienting towards faces," said Dr. Libertus. "Logically, one would predict exactly the opposite. But in the light of seeing actions as serving a social purpose, it does make sense."

A key question researchers hope to answer next is whether these early changes will translate into future gains for these children. "Our results indicate a new direction for research on social development in infants," said Dr. Libertus. Dr. Libertus and his colleagues will continue to observe these children to see if the social development benefits achieved during the current study are sustained one year later.

(AP) ? China is imposing new obstacles to access to its markets, including sweeping national security rules, raising questions about its promises to treat companies equally, a European business group said Thursday.

The complaint by the European Union Chamber of Commerce in China comes at an especially sensitive time as foreign governments look to China's relatively robust economy to help drive global growth amid fears of a worldwide recession.

Beijing faces mounting complaints that it is obstructing access to its markets in violation of free-trade pledges and might be trying to push foreign companies out of promising fields such as clean energy.

The European group cited restrictions including a proposed limit of 50 percent foreign ownership in new energy vehicle companies. It said Beijing also has made little progress on long-standing complaints about market barriers in construction, banking and other fields.

Such limits "raise questions about stated intentions to create lasting opportunities for all market actors to compete on an equal footing," the group said in a statement.

"There are alot of funny restrictions in the construction sector," said Piter de Jong, managing director of Dutch investment bank ING NV in Shanghai, who chairs the EU Chamber's Shanghai branch. He pointed to a requirement that companies seeking Chinese licenses provide portfolios of projects already done in China.

"This is a chicken-and-egg situation," he said.

Chinese leaders including Premier Wen Jiabao, the country's top economic official, have promised to treat foreign companies equally. But business groups say Beijing has yet to take action on major problem areas and in some cases is imposing new restrictions on access to the world's second-biggest economy.

Other governments are looking to China's economy, which is forecast to expand by more than 9 percent this year, to help drive global growth as the United States, Japan and European economies barely grow at all.

The EU group represents 1,600 companies from the 27-nation European Union, China's biggest trading partner.

Its report echoed complaints by American and other business groups about lack of clarity in Chinese regulations and uncertainty about how Beijing will apply its 3-year-old anti-monopoly law and other possible restrictions.

The European group pointed to increased use of "vague and unprecedented" national security regulations that limit access to areas from computers to wind farms. It noted Beijing has told banks and other companies to limit use of foreign data security products and caps foreign ownership of wind farms to 50 percent on national security grounds.

Automakers must have approvals from four different government agencies to get a vehicle on the roads, de Jong noted.

"There is no shortage of regulations or regulators in China but we feel there is a need for more efficiency," he said.

Foreign companies also are locked out of China's booming telecommunications industry because they are permitted to operate only through joint ventures with the three state-owned carriers, which refuse to open up their networks, the report said.

The group appealed to Beijing to clear up uncertainty about regulation by speeding up the release of enforcement regulations for the anti-monopoly law and to disclose more details about how other policies will be applied.

Shanghai needs to reconsider its overall investment environment, especially surging labor costs, said Thierry Laurent, Asia managing director for French food maker Roquette Freres. He also pointed to the city having the country's slowest Internet access, relatively high taxes and lagging but expensive medical and educational services.

"Shanghai's main attraction is to be near to the heart of a major market," he said.

Plant-rich diets tied to lower breast cancer risk (Reuters)

NEW YORK (Reuters Health) ? Women with diets rich in vegetables, fruit and legumes may have a somewhat decreased risk of developing one type of breast cancer, a new study suggests.

The findings, from a large, long-running study of U.S. nurses, showed that women with diets high in plant foods -- but low in red meat, sodium and processed carbohydrates -- tended to have a lower risk of developing certain breast tumors.

Specifically, they were less likely than other women to develop breast tumors that lack receptors for the hormone estrogen. Those estrogen receptor-negative tumors account for about one-quarter of breast cancers.

Of more than 86,000 women the study followed for 26 years, slightly less than one percent developed ER-negative breast cancer.

The risk, researchers found, was lower among women whose diets most closely resembled the Dietary Approaches to Stop Hypertension (DASH) diet -- an eating plan experts recommended for lowering blood pressure. It emphasizes vegetables, fruit, fiber-rich grains, legumes and nuts, and low-fat dairy.

The women who, at the outset, had the highest DASH "score" were 20 percent less likely to develop ER-negative breast cancer than those with the lowest DASH scores.

When the researchers took a closer look, it seemed to be high vegetable and fruit intake that mainly accounted for the link.

The results, reported in the American Journal of Epidemiology, do not prove that a plant-rich diet, itself, cuts breast cancer risk.

And in general, studies have come to mixed conclusions on whether diet habits are connected to breast cancer.

But recent research has been suggesting that the risk of ER-negative breast tumors, in particular, may be related to diet, explained Teresa T. Fung, an associate professor of nutrition at Simmons College in Boston and the lead researcher on the new study.

Why that might be is unclear. But in an interview, Fung speculated that with ER-positive breast tumors -- whose growth is fueled by estrogen -- the hormone's influence may be so important that it "overwhelms" potential dietary benefits.

But for now, that's a theory.

The bottom line for women, Fung said, is that the type of eating habits that are generally healthy anyway may also be associated with a lower risk of certain breast cancers. And vegetables may be especially key, the current findings hint.

Along with the DASH findings, the study also showed that women with diets high in vegetable protein -- from foods like beans, soy and nuts -- but low in refined carbs (like white bread and other starchy foods) had a 19 percent lower risk of ER-negative cancer, versus women with the opposite diet pattern.

Of course, Fung pointed out, "healthy behaviors don't occur in isolation."

But when the researchers accounted for factors like weight, exercise habits and smoking, the link between plant-rich diets and lower breast cancer risk still held.

Again, that doesn't prove cause and effect, Fung acknowledged. And the researchers could only look at the risk across large groups of women.

Exactly how much any one woman might benefit from eating more vegetables -- at least as far as breast cancer risk -- is unclear, according to Fung. In general, the average U.S. woman has about a 12 percent chance of developing breast cancer in her lifetime, with ER-positive tumors being most common.

Fung suggested that women who have less-than-ideal diets gradually introduce healthier fare to make the change seem less daunting. "Find one item you can work on," Fung said. "Maybe start by adding beans to your diet."

"Any improvement," she noted, "is better than no improvement."

The DASH diet recommends that the average woman should get four to five servings of vegetables and the same amount of fruit each day. It also recommends four to five servings of legumes, nuts and seeds per week.

Libya rebels hold off on attacking Gadhafi bastion (AP)

TARHOUNA, Libya ? Thousands of rebel fighters closed in around one of Libya's last pro-Gadhafi strongholds Monday, but held back on a final assault in hopes of avoiding a bloody battle for the town of Bani Walid.

The standoff came as rebel leaders in Tripoli said Libya's transition to democratic rule would begin with a "declaration of liberation" that was unlikely to come before Gadhafi's forces last strongholds were defeated and the fugitive former dictator had been captured.

The declaration would mark the start of an eight-month deadline for Libya's transitional council to arrange the vote for a national assembly, and eventually to a constitution and general elections.

"When the clock starts ticking on those eight months remains to be seen," rebel spokesman Jalal el-Gallal said, adding it wasn't yet clear how liberation would be defined.

Special U.N. envoy Ian Martin, meanwhile, said the United Nations was helping the rebel leadership prepare for its elections, stressing the country faces immense political hurdles after nearly 42 years of dictatorial rule.

"The U.N. is certainly ready to move very fast to bring in the electoral expertise that can assist the authorities," he said at a news conference in Tripoli with Ahmed Darrad, the interior minister.

The rebels most immediate concern is Bani Walid, a desert town some 90 miles (140 kilometers) southeast of Tripoli, where they say a small but heavily armed force of pro-Gadhafi fighters ? at least some of them high-ranking members of his ousted regime ? have taken up defensive positions.

The loyalists are spreading fear in the town to keep other residents from surrendering, the rebels say, telling people the rebels will rape their wives and daughters.

The regime loyalists "know if they hand themselves in, they will be punished. They are trying hard to mess things up, to drag other people with them into a battle," said rebel Col. Abdullah Hussein Salem.

Most of the country has welcomed the uprising that swept Gadhafi from power, though rebel forces ? backed by NATO airstrikes ? have yet to capture loyalist bastions like Bani Walid, Gadhafi's hometown of Sirte and the isolated southern town of Sabha.

Gadhafi has been on the run since losing control of his capital last month, though the rebels say at least two of his sons had been in Bani Walid in recent days. Moussa Ibrahim, Gadhafi's spokesman and one of his key aides, was still believed to be in the town, rebel officials said.

Talks broke down over the weekend after Ibrahim insisted the rebels put down their weapons before entering the town.

The rebels have extended to Saturday a deadline for the surrender of Sirte and other loyalist areas, though some rebel officials have said they could attack Bani Walid sooner because it has so many prominent loyalists.

For the most part, though, the rebels are urging patience, saying they want to avoid a bitter inter-tribal fight that could create lasting divisions.

"We won't go inside Bani Walid unless the Warfala tribe invites us," said rebel commander Ismail al-Gitani, referring to the town's main tribe. "The Warfala have to lead us into Bani Walid. Hopefully no one will be shot. We don't want to use our weapons. But if the Gadhafi loyalists shoot at us, of course we will return fire."

The Warfala are believed to be about 1-million strong, one-sixth of Libya's population.

Rebel commanders have said they were willing to hold more talks about the town's surrender, though apparently no negotiations were held Monday. Rebel negotiator Abdullah Kanshil added that the rebels were talking to individual families in the town about their urgent needs for water and food.

A field hospital with ten doctors also has been set up about 40 miles (60 kilometers) from Bani Walid.

"Our families in Bani Walid asked us to start this hospital just in case fighting breaks out," said Abdel Baset el-Beib, a doctor.

Katia falls to tropical storm strength at sea

(AP) ? Katia has weakened to a tropical storm far out at sea, but it could regain hurricane strength as it chugs westward.

Late Saturday, Katia had maximum sustained winds of 70 mph (110 kph). Fluctuations in strength were expected, and forecasters at the U.S. National Hurricane center says it could become a hurricane again at any time.

It was located about 400 miles (640 kilometers) east-northeast of the Northern Leeward Islands. It was moving west-northwest at 10 mph.

Swells churned up by Katia are affecting the Lesser Antilles and could begin affecting Bermuda Saturday or Sunday.

It's too early to tell if Katia will affect the U.S. East Coast.
